We just bought this plan as of today (July 2, 2008) and studying it. It uses electrical pulses to power the water electrolysis process so that it produces more oxy hydrogen using less power from the car battery. Also its electrode configuration is quite different from the conventional cell. It is more difficult to build than Ozzie's water4gas system but if built it should outperform the latter.
